It is rather over stating its purpose to call it a seal, as it is called in the original parts books. It would be more accurate to refer to it as a 'thrower'. The idea being if any small amount of coolant should get past the main seal,  this 'seal' throws it outwards to the slot in the casing thus expelling it and avoiding coolant (water) contact with the bearings.

Seal 060313 is not available, however an 'O' ring OR1009094 will do the job just as well. See below
